Police are yet to speak to the driver of the car.
Detective Sergeant Daryll Out of the major collisions investigation unit said police were investigating all the circumstances surrounding the accident, including whether the crossing signals were operating and whether the driver may have been distracted by something.
He said the accident served as a reminder to drivers of the need to pay close attention around railway crossings.
Detective Sergeant Out said the train line ran close behind houses and many more people could have been injured had the train derailed.
“It’s very lucky that the train didn’t derail… with that amount of people on board we could have had a much worse situation,” he said.
Police are urging anyone with information to contact Crime Stoppers on 1800 333 000.
